It's the Borderlands series and it's featured a good number of their songs, as well as other bands such as The Vines and Cage the Elephant.

Charlie Owens 4 or 3 years before Borderlands 2, i think. Because even Jack need some time to take full power over Hyperion, build Opportunity, turn Wilhelm into metal monstrosity and so on.

all the protagonists and characters (havent played bl3 but probably in there too) arent good,just a lesser evil,but the ones in the pre sequel arent lesser evils,theyre the greater evils, so the song is ironic, and also that means either bl3 or a different borderlands game should have actual heroes,but tbh pandora and borderlands should stay with the "we're all doin what we want in a lawless land" imo
