Midtown Madness 2 runs on DirectX 7, which is obsolete in modern day standards. You'll need a program like dgVoodoo 2 to get the game running reasonably on a modern OS. And I really recommend you try and upscale your game using MM2Hook, otherwise I find the whole "rescaling your monitor to run in fullscreen" experience glitchy and unresponsive.
