No, as per the constitution, the Zilla Parishad (district level) and Panchayat Samiti (block level) have directly elected members who constitute the council, which is headed by a president/chairperson and vice president/vice chairperson, respectively. The president/vice president is elected from among the directly elected members. The Zilla Parishad and Panchayat Samiti are divided into wards/constituencies, and each member from these wards is elected by the people. In some states, the Zilla Parishad/Panchayat Samiti has ex officio members, such as MLAs and MPs, who are not directly elected. These members do not have the power to vote in the council.
