Mail theft complaints rise amid change to postal officers' duties

While mail theft skyrocketed over the past five years, the federal officers tasked with reducing those crimes were sidelined. Baltimore is one of just 20 cities across the country that has a postal police force, but their duties have changed. Whether they strike at night or in broad daylight, these days, the thieves caught on video stealing packages and other kinds of mail don't seem too worried about getting caught.
