I would like to clarify something here: Most of the bribes and corruption that you are ever going to meet in Romania is for.... (drum roll) HEALTHCARE.
That is right, you can be an immigrant in Romania and pay bribes as the doctor right next to the Romanians who pay bribes at the doctors.
Why is this such a wide range problem?
It's because despite having 3 Universities dedicated to teaching medicine and doctors, all 3 of which are recognized in Europe, Romania has some of the lowest number healtcare exployees in the EU!
"Why is that that?!" You might ask.
    Reasons:
    1) More and more European kids from the EU and other countries outside Europe are sending their kids to these 3 Universities to get a degree and use it to practice in their own countries. Why? Because it's cheaper to get it by the EU kids and it's like a Green Card for Ciizens outside the EU to move to a rich European country and get a job.
    2. Because a lot of Romanian students graduate from these Universities and imediately leave the country for better wages in other EU countries.
So you can guess that the few doctors that are remaining they are too old, too tired and to poor to give a damn about every patient. So that is why old people especially try to incentivise them with gifts or things despite having the right to Healthcare.
But no one in the EU wants to talk about those corruption cases.

most of the data is wrong, I don't know where you get it from, it's really the problem with corruption, but not exactly how you present it here, I'd like you to document yourself better first

Let me save you some time, most corrupt? NO! But definitely it looks like it's aiming for top spot. Main reason is poverty and I know it sounds weird as you can see lots of expensive cars, houses and things but it's a big salary difference and usually people who are corrupt and/or doing something illegal don't get caught.
