They explained this a long while ago. Fuzzy guard actually, based off what i heard, means keeping the opponent in a standing position even when theyre crouch blocking, such as when using certain assists such as cold star which forces a standing block string.

I found out that before he shoots the beam super, he lays down a gravamatric shield which goes just outside of the screen on the right side end, which happens to be active even after the beam super finishes and Ryu bounces on it after for a true combo.

However, when you're in fuzzyguard in that situation, you'll be open for a low.
"fuzzy guard" refers to a character appearing to be blocking either crouching or standing despite them not actually blocking that way, and remaining in the state they are in when first blocking, due to blockstun. . . . at least that's my understanding.

Moons keeps trying to do that energy javelin mixup to no avail. Rayray knows how to block it really well. More impressive than that, RayRay's sentinel rocks.
