Usually Luigi is more tanky with more defense and HP compared to Mario who has more power and speed. But defense and HP are basically useless since you can dodge 100% of damage. So Luigi is just generally worse overall unless you get lucky 5s on Luigi

I forced myself to play as Luigi everytime I came across him the last time I played Mario Galaxy 2 and I can tell you that his slower acceleration always felt like lower responsiveness to me. His higher jump was required for a few green stars, but in general he certainly wouldn't have been my first choice, had I not set myself that rule.

I used to play the original Mario Brothers on the NES I would always get stuck as player 2 being the younger sibling so I'd always play as Luigi. I ended up coming to love playing as Luigi so I would always choose him when he was an option. Even now at age 26 I still try to choose Luigi. The only time I don't play as Luigi is when my son wants to play as Luigi. My 5-year-old loves Luigi's Mansion, he refuses to play most other Mario games.

The only "downside" that comes to mind is you can spam the spin underwater as mario but as Luigi it takes a bit of air, but then
1 your really not that concerned about the underwater levels because there's not a lot of areas
2 you can get back up to full air with a coin
So that one downside really doesn't matter as much
