It's much easier if you do measure. That way you don't waste any ribbon.
Adding in a step most definitely does not make it much easier. I’ve made many of these bows, and I don’t waste any ribbon

I just want to seriously say thank you sooooo so much for this. I was trying to make a bow with glitter ribbon and I watched like 800 videos but none of them worked because of the glitter. This worked perfectly and I even did it with 7/8 in ribbon i just doubled up. Appreciate the time you took to make this ALOT!
