Showing that he agreed to move foward with Laurel then he went away with her sister wasn't a set up of a relationship with Laurel. They showed that he was cheating on Laurel with Sara and other girls (he got one of them pregnant) before he went away. It wasn't really a set up of a relationship with Laurel. They showed how Oliver was a jerk with women before leaving with Sara and after. And how he changed gradually.
