Hey, I don’t know a specific guide as I walked through Agadir with a friend but I can highly recommend an app called Viator as they offer cheap tours with licensed guides that are also nicely organized.
As for a hotel that is cheaper than the one in the video I would suggest: Studiotel Afoud that lies close to the center and costs around 25€ per night. I hope this helps :)
