I prefer the second one, since it's more relatable to the MV. It's like she talking to herself like 'hey somi, what are you waiting for, now go and chased that dream, there are a lot of people out there waiting for you'. Lets say it's a song from her to herself. And the scene where she throws birthday cake, imo it's a sign that she is not the girl from a year ago, she has improved, she is stronger now.
Ps. The MV itself sure has is way more deeper meaning than it looks like.

For me at least the song is her dealing with herself doubt and hate, her different personas talking to her. Little by little she gets better and she destroys that insecurities and hate she had before.

Somi's English/Dutch name is Ennik, that means "Sword", that's why she's with swords sometimes. And also that's why the building is called "ENNIK". She said in an instagram live that the song has different meanings, one of them is she telling the guy she likes "what you waiting for? I'm right here" and the other one is like she telling herself "what you waiting for? Get out, live your life". I think you got the first one right actually, but let's analyse the second one.
The scene where she jumps over a body, it's her jumping over her own body. The girl wearing White represents her timid self, while the others represent her true self, a vivid and brave girl. So Ennik, the girl in the green dress (her true self, and the part of her that's not afraid of following her own path) kills the timid Somi (the girl who was being controlled, that wasn't brave enough to make her own decisions) with the knife she had on her hair.
The black dress Ennik and the warrior Ennik were always trying to get timid Somi out of her room, and the blue dress Ennik was living her life.
