Just read patch notes and watch high-level pubs and pro games. Cutting and pulling waves was so strong a few patches ago that they made a special creep aggro exception. That's why they aren't attacking.
Its the same when you hook or arrow the range creep.. the enemy cannot trade into the creepwave, they fully zone the morph.. the creepwave falling back is normal on direside..
Honestly I don't see this being that big. If they have a ranged creep then the safe laner will aggro the melee creeps to the ranged pulling 3 creeps into tower instead of one. The tower will still kill creeps.... I think like u said u get a lh but I don't see a lame advantage rn.
Ah yes one of the best team does this unorthodox thing because there is no reason to it. At the same time the video shows the direct consequence of a wave pushing back to dire...

Seems bad if the enemy level 2 power spike is significantly powerful
very cool trick but, its important to identify the heroes who cant last hit under tower first.
