Yes, they are married legally, so they'd have to get divorced, not just break up. Civil ceremonies is for the legality of a marriage, whereas, the 'wedding ceremony' is more on the religious side. Something is wrong in the first story.
In the USA a marriage certificate has to be filed after the civil ceremony and some couples only file it after the fancy wedding hence if certificate not filed they not married.
