They were clearly holding back. If you actually watched the show and payed attention, you'd know that Lee and Neji are both Taijutsu experts, especially Lee. In terms of Taijutsu, Lee is still stronger than Naruto even until now, when he is Hokage. They were just training as friends so if they went all out he would literally be on the verge of death like Sasuke once was in his "training" fight with Lee. He would've been killed if not for that turtle that came in and stopped him.

They were clearly holding back. If you actually watched the show and payed attention, you'd know that Lee and Neji are both Taijutsu experts, especially Lee. In terms of Taijutsu, Lee is still stronger than Naruto even until now, when he is Hokage. They were just training as friends so if they went all out he would literally be on the verge of death like Sasuke once was in his "training" fight with Lee. He would've been killed if not for that turtle that came in and stopped him.
