Your historical perspective is not entirely correct. There were more platforms than just web. Designers have been involved in designing operating systems and applications since the eighties. And in designing other things with a screen, such as printers, ATM machines, medical devices, etc. Back then, titles were for instance 'HCI Designer' and 'Interaction designer' and 'User Interface Designer'. One could study 'Interaction Design' in university the 90s and essentially get trained as what we would call now 'UX designer'.
