I think Kai is stronger, we all saw he broke through Oogway’s defence with two mountain-sized rocks and captured Oogway with his chains. I also think people got Oogway wrong. He said he was never destined to stop Kai is because he is simply not strong enough but Po is. Why would he hold back to allow Kai to cause trouble when he could just finish the mess right there?
The same reason In the latest kung Fu panda movie po allowed himself to be trapped in the cage so Shen could awaken being the dragon warrior and learn to stand on their own
