You don't know what their up against? No valves, to many tie ins. Maybe there was no hydrants. Maybe they have successfully done this a hundred times. But this time it didn't quite work. EZ Valve for the win.
GOOD TRY guys also putting the rock or wahtever you have on top of the collar to deflect the water, maybe the full circle was a little to tight and good try with the foot over the leak also. Been there before.

Heavy top surface load and high pressure of water flow could be caused damage in the water main.
Only pipe I work with that has that style of coupling is AC. Just add some asbestos to the list of things.....
I think that is AC. Very wet AC but it has that color to it.
Some times u can't turn off the water . So if u don't work at a water department u don't know what u talking about .
Especially if the valves won't turn all the way off makes for a wet cold day lol

We have special pipe repair clamp(ductile iron material, not stainless steel) for socket section of leaking pipe, No need cut the pipe.

Why not turn it off before cutting it apart?
Then you depressurise pipeline and put customers out of water and will need to take water samples.They tried their best.
