I slept in a sleeping bag south of Boston near a Relay Tower, then walked up north until I passed a bridge and made sure to walk under it. This causes a random event to happen which can be some Ghuls, Mutants, a Deathclaw, etc. walking past the Red Rocket Station. Everytime a non merchant appeared I loaded back, ran up north under the bridge and loaded again, if one of the merchants didn‘t spawn. It was very time consuming but at the end it was worth it😁.
Well after you do he doesn't show up he goes under your map.. if you have the vanilla game stack two or three ladders and clip through the ground to find him in water
I mean I'm pretty sure we know what happened, Sarah and Owen along with the rest of the pride died and then Maxon brainwashed and radicalized everyone back to the old brotherhood ways and the assimilated the outcasts back to the brotherhood
I have found this guy two times in total, one was after first talking to Trashcan Carla and during the 2nd time, he fell from the sky. Literally fell from the sky.
You have a great chance of him spawning behind the Cambridge police station the path with the broken billboard on the ground.Their is a random encounter trigger around the corner of the building.

I’ve been reloading and reloading and it’s always a deathclaw encounter or manta man or one of the other merchants. One time it was even Ron Staples even tho I already recruited him and he should’ve been back at Sanctuary, I had to recruit him all over again 😂

Basically the Scribe was part of Lyons pride but became disillusioned with Maxxon's leadership and left the brotherhood. He made his way to the commonwealth and is looking somewhere to settle and plu his trade. Thats where you come in my dudes
On my survival playthrough, I avoided all campsites that could spawn vendors up until I level and get the perks and build the stores, Then I went to look for them and able to recruit all vendors. So I dont have to worry that one day a vendor might spawn near me without knowing and went missing forever.
I’ve ran into him every playthrough and I only have done like 3-4 playthroughs. In my experience he spawns near that one really open building where a ton of supermutants are (forgot the name but that’s where I see him the most consistently is in that area of the commonwealth)
Trying to get him is a nightmare. A channel called The Efficient Gamer did a video on how to get all the tier 4 merchants tho there’s a few spots to farm the random encounters where u can get him (after you meet the criteria to recruit him)

They devolved into the strictly tech-hoarding isolationist zealots we all know and love after the events of Fallout 2, when the NCR began to reverse-engineer Enclave tech without their approval, leading to a push-and-shove contest on both sides until war broke out. Ironically, Lyons' direction in the East Coast followed Roger Maxson's aims and hopes closer than the blindly Codex-adhering chapters did. It was, ironically, this same ideology that caused the Brotherhood Outcasts to form and the western chapters to cut off communications with the east. While the East Coast chapter regressed under Arthur Maxson, I like how bits of Lyons' views rubbed off on Maxson, such as being open with recruitment of outsiders, and permitting wastelands not affiliated with the BoS to own energy weapons and other advanced tools without hassling them... without 'good reason,' anyway.
I saw him *once* on a replaythrough of the game, 1000 hours of playtime ago and not once since- I think I remember him showing up before the brotherhood of steel arrives in the commonwealth, which made me think he was glitched or an oversight (like the dead BoS soldier you can find on a roof from the start of the game) and remember being glad I was wrong when I spoke to him that he was actually there for lore reasons. One of my silly fallout 4 things to do is find faction armour and clothing without actually getting it from the faction, so getting a BoS uniform from him would be one way to do that, as well as a bug I remember with nuka world spawning BoS power armour too regardless of if the brotherhood exist fully in the game yet. It could be theoretically possible to get a full set of brotherhood T-60 before the brotherhood even show up (without aggro at the police station and becoming enemies with them at least). Random encounters are usually the only way I can think of getting some outfits before directly meeting factions, such as the random escaped synth encounter, where you can get an institute jumpsuit early game.
In my first game I just encountered him once, but didn't have the level 2 merchant perk. Now I'm trying so hard to find him, but now that I have the requirements he doesn't appear 😭😭

I was so happy when I finally found this guy when I was able to recruit him, he is literally one of the best merchants in the game, he sells some wild shit

Holy shit, i literally encountered this guy yesterday. I thought it was just another one of those glitches that spawn random Vertibird Lancer pilots to walk around, but nope, it was a fully functional armor merchant. I didnt think anything of it. Damn.

Only met him once, on my very first playthrough of the game back at launch. Had just left the brewery after rescuing Vadim and decided to go exploring along the road behind the bos police station headed into the main city and he was just traveling along the road. He had nothing good to sell and I didn't have the perk so I didn't know he could be recruited. I haven't seen him since in over 2500 hours of gameplay.

I found this guy at level 4 outside of Cambridge. I had zero hope of being able to do anything with the encounter
