The wind slashes at 3:52 is from the anime/manga Jujutsu Kaisen. It is basically a slash that is made to destroy objects hence the large damage. The character who uses it is named Ryomen Sukuna, he is also the main villain of the series.

I think for the oil being a conductor means that you can shoot it with the electric railcannon and it will electrocute enemies like how it does in water.
Edit: Yes it does work. If you kill an enemy with the Jumpstart, the electricity will chain to other enemies standing in the same oil pool as the one killed. I also forgot that the electric railcannon shoots the O R B now
