There is truth in what you say. This is my interpretation if the game they are playing:
Sensei knows all his students want him REALLY bad; secksually, romantically, etc. In turn, there is not an atom in his body that doesn't want to breed all of these girls.
If Sensei easily succumbed to the charm of his students, he would lose his mystique and their respect. So, he plays hard to get by acting like a proper teacher and always letting THEM make a move.
Likewise, the girls KNOW every student in Kivotos wants to take ownership of Sensei's d*ck and keep it for themselves.
