What he meant was that since weapons systems and tactics develop during the war, the US has something to gain from supporting Ukraine with weapons. Its meant to help Ukraine win the war faster, not loose slower, but while doing so they get valuable feedback from a modern war theater. Not providing weapons would take this information a way, which is a pretty good negotiation point for Zelensky.
