It make sense, two innocent people are sold “fireworks “ but it’s actually domestic terrorist trying to put the blame on them and afterwards trying to kill them. This actually gives an interesting story arc.

Two guys shooting guns into the sky, ends up killing multiple across Sandy shores, accidentally. Making it look like a sniper is picking people off. Turns out someone actually was, but the two idiots perfectly covered up his crimes.
