A design rule compliant rear fog light is not a design rule compliant brake-light, the rear fog light, by photometric design and criteria, is the stronger light, by operating intent.
Basically, you mount the lamp, Earth it, determine its rear fog light wire (that which operates the brightest RED function), you then run a wire from it to the dashboard, where you will fit a 3 pole, Orange/Amber or Yellow LED switch, OR a dedicated rear fog light switch complete with it's ISO symbol and LED. (This is to act as the circuits 'pilot light', to let the driver know the rear fog light is 'on'), connect it to the Acc pole of that switch.
Earth the switch to its Earth pole.
Power feed, can be taken from the cars Sidelights/Parking lights positive, connected then to the switches remaining pole.
    Notes:-
Rear fog lamp must, by design rule, not be closer than 10cm/100mm from any brake light. Done, to prevent masking of the brake light function.
If you wish to run a single rear fog light, mount it on the driver side of the country your in. This is done to reduce likelihood of other traffic mistaking the rear fog lamp as brake lights.
Use a rear fog lamp *only* in seriously reduced visibility conditions, say 100m or less, and not because you find yourself in a slight mist.
Also usable in daytime torrential rain on a freeway or open road, in dust storms, gravel roads, wildfire smoke, and the like.
Switch it OFF, the moment visibility improves well enough.
In the US, SAE J1319 applies.
It should, in my view, be incorporated into FMVSS-108, this would mandate the function on new to market vehicles in the US.
SAE J1319 btw, was a mid 1980's creation/start point by a South Korean Co trying to determine the use of rear fog lights in the US.
Rest of Earth, UNECE 38 applies.
Jeep note. Jeeps here in Australia get the rear fog light/s. A US person could contact any of our dealers to seek the genuine lamp for the model you drive. Or try an Aussie Jeep Wrecker (called Breakers in the UK), or Ebay etc. With the exception of the Wrangler, they are twin rear fog setups here.

They are basically running lights and brake lights. So no you can’t turn them off they are tapped into those corresponding wires.
