I worked at a company where sick leave would be rolled over into the next year and you could accumulate a lot of sick leave. Vacation time could also be rolled over but it had a cap at which point you couldn't accumulate anymore. We got bought out by another company. They announced that all the accumulated sick leave would be erased on a certain date. So I knew guys near retirement that just took 6 or more months off with their accumulated sick leave and a couple months of accumulated vacation time, then put in for retirement. Some got almost got a full year off at full pay before they started their official retirement.
People who park in the disabled spots WITHOUT A PLACARD OR DISABLED PLATES make my blood boil… if I see someone do that I wait MAX 3 seconds for them to move before I let my inner dragon do the talking!
Yes there are many idiots who do this. However good idea to point out politely that they need to display their Disabled Badge. If they are actually disabled they know the rules that even if they have one it is not valid if not displayed. Hell they could be a quadriplegic in a wheelchair accessible van and they are not allowed to park in a disabled parking bay unless their in date badge is displayed. Of course there are those who just are ignorant pigs but the point is this gives you away of sorting them. The majority of disabilities are not visible not just mental disabilities but they could have a false limb they could even need a wheel chair but are ok for short distances or literally dozens of other conditions.
Don't know the rules in different countries, but in several where I have been long enough, the rules are that the parkings of business is their responsibility in regards of such tickets. Basically the business need to want to issue such tickets and city police or whomever is responsible for it on the roads of the city have little to no power in the parking unless called by the business itself. This plus businesses being afread of loosing customers leads to such common disregard of the handicap spots. Few years back there were a guy who sued and took a city to the cleaners in the USA for a cop stopping him inside a store parking and issue him a ticket.

In my area of California handicapped parking spaces have a sign saying the fine is $720 US. I seldom see people abusing this. I do see frequent infractions of vehicles in fire lanes, by fire hydrants, on a red curb or blocking a ramp. The fine for each of these is $80, and if not corrected by the time a tow truck arrives, impounded. Impound fees can be pretty steep.
That's cheap, because in my part of California its $870 . Whether its $720 or $870 if you do it more than once you have a court fee of $250 in California and the max they can charge for a repeat offender is $1200

Parking in a fire lane when a fire occurs can result in you car being damaged by the fire department so they can get to the fire. So don't park where you shouldn't!!

About story 2: If an employee invents something for the company and on company time and the company patents it, the company becomes the owner but has to name the employee as inventor and has to compensate him or her here in Germany. And when the company decides to let the patent die (for example by not paying the annual renewal fees) they have to ask the inventor/s if they want to keep the patent alive and become owners of said patent (patent fees are pretty expensive, so this doesn't happen too often, back when I worked as a patent paralegal we had it happen once). I know in the US that's differen (and the renewal fees aren't annual, the periods are relatively weird), but most companies in the US have some form of workers' comp in their contracts, to encourage workers to invent/better things.

Illegal Parking Builder Story: OP or the Old Lady should have called the Police or Local Parking Enforcement to report the Builder for parking ion a Disabled Spot without a Placard... I have a van that I use to help my disabled neighbor shop. She puts her placard on my mirror and I let her off in front of the store, park and help her shop. When she is done, she waits at the curb for me to bring around the van and load her and her purchases up. I am partially handicapped myself and my doctor doesn’t want to give me a placard as it forces me to use the damaged foot more. I get hassled continuously by security guards and police who see me walking to and from the disabled spots and tell me that they’re only for the handicapped. Then they get angry when I pick up this woman from the curb. Get a clue, people. The situation isn’t always what you think it is. She would have great difficulty riding the bus and doesn’t and can’t afford to drive a car. Her wheelchair isn’t powered and she can walk a little but not all the way out to the disabled spots. Getting yelled at by someone who doesn’t and won’t take the time to find out what is really going on pisses me off no end. A little kindness and patience goes a long way. If I am stopped at the curb to pick up someone in a wheelchair, running over and screaming that we are taking too long isn’t helpful. It just makes it take longer.

So basically a lot of Motorbikes bear that in mind. Now in an attempt to catch up with the times what Americans would call shopping malls decided they would put in disabled Parking bays. They did it correctly Blue badges signs, all nicely laid out right next to the main entrance etc. Now these places got full not a car in sight just dozens and dozens of Motorbikes not a car to be seen disabled or not. In away it was quiet funny how all these "Disabled" people could ride motorbikes.

Each city needs an app where you can send a pic of the license plate and the handicap marker and they get a ticket.

In the UK these parking lots are generally on private land. So a matter of contract. There is a a statutory framework that makes them enforceable.

In Texas, parking in handicapped parking without a placard or plate, is a $250 up to $1000 fine, and your car can be towed.

For me, a $300 fine is a lot. For the rich it doesn't matter.
