I think its a bug with ultiamte hunter as he got the stacks while his r got refunded, probably some visual desync issue
The ult cd is bugged, you can see the execute threshhold on the enemies meaning its actually off cd. Visual bug basically.

@@molly_sc idk if you ever found out but its a pyke bug with CDR, his ult CD doesn't properly update when you get more. you can ping it to update it properly, or look at enemy HP bars since the exec marker only shows when its up
