Edited: I managed to get an answer about the1991-1992 Turkmen flag from the Turkmen from the Turkmenistan Reddit. Here what he/she said: "Turkmenistan has never used a flag without the emblems/crests of the major tribes, even the proposed Soviet Turkmen flag had tribal crests on them. So this is the cut version."
