It's a bit weird but my understanding is that the Emperor's blade will not target anyone with the smoke/cloud attack if they are already in a cloud so it will try to target any targetable entity that is not in a cloud, the towers on the second map whilst not actually on the first map technically count as targetable entities and are loaded in already due to how Trial's for navigator works. As Horn is already in a cloud it picks them as they are the only entity on the field that is not in a cloud already.
When the Emp. Blade dies and he still has his farts both Allie and Enemies will get debuff. If he is still alive however only the allies will get debuff
