You aren't using enough clutch.. I don't ride a Grom but I can wheelie dirtbikes for miles. I know it's weird learning cuz everyone always says "just gas it and clutch at same time" and that shit makes no sense to a beginner.. try this:
Steadily hold that speed where you're at the lower end of the powerband.. no clue what rpm it is on a Grom but it's where the throttle starts being a bit more responsive instead of lugging when you quickly open it. Now practice quickly shifting down from that speed.. like pull the clutch, hold the throttle steady, shift down, clutch out and gas it at the same time. Try to RPM match 2nd gear to first gear until you can do it fast.
Notice how the rpm bites and smoothes out when you're simultaneously letting the clutch out and giving it gas at the same time after you shift?
You want to do it JUST LIKE THAT but without shifting. Steady speed, clutch in, and pretend you're RPM matching 2nd to first but don't shift.
Hold the speed steady.. clutch in and immediately gas it from steady and slip the clutch out and ride the RPMs fast but finesse it don't just dump it. You want to feel that same smooth bite like when you're RPM matching.

Another tip too is barely barely ride the rear brake before you wheelie.. like press the pedal only enough to get the slack out and feel where the brake begins. Then do your clutch gas process and lean back.. legs and torso 90 degrees and straight arms if you can.
