That's a lo-pass/hi-cut filter. It basically removes the high frequencies of a sound, allowing only the low frequencies to be hearable. When some frequencies of a sound are removed, the volume also decreases. It makes you feel like you hear it moving further away. In music production the producer plays with the soundscape, just like a painter works with the landscape, giving you the impression that some sounds are further away than others, as well as some of them are on the right or on the left (stereo image).
