Who ordered his transfer from one facility to another who approved that? It seems that individual would be culpable in this matter as well, this just didn't happen it appears to have been a setup. Everyone from the person who approved the transfer, to those officers who beat him to death. They're all involved.

At least CO Roe, who was one of the most brutal and most arrogant of them, passed away suddenly from a massive heart attack a couple years ago. Karma. He was involved in several of the worst incidents at Fishkill. That's nowhere near the worst of the facilities in NYS DOCCS, though. Many other spots are far worse, but the CO's have a harder time keeping it secret in Fishkill, so more incidents get exposed there. Several Fishkill sergeants are beyond the pale though. Corrupt, arrogant, ignorant, and brutal bullies to their cores.

Some of the stories that I've been told from people that actually worked in New York Corrections, this was business as usual. Choking inmates out to the point where they almost die, then the inmate wakes up in the hospital. This is business as usual according to the people that actually worked in Corrections. But then again, it is New York they play by their own rules. The fact that there was so many officers standing there or participating and nobody had a problem with it even while it was being filmed goes to show this is business as usual.
