As the water is the perfect temp and can not possibly over cook you can cook from frozen but it will take way longer to cook throughout. Thawed is best.
You don't need to wash chicken. Even less of a worry if you're cooking sous vide. Washing chicken may actually be worse by splashing bacteria everywhere. Now you know :)

You're just splashing chicken juice all over the sink so now you have to get boiling water to clean the sink out lol
