Just two points from me that require change in the things you explained:
1) Faced down cards should be spread out only while scoring at the end of the game and not throughout the game; only the top card in each business should be visible till the end of the game; this is done to add another level of challenge as the players have to remember what has already been played and strategize their play accordingly; hence a player's memory is an important aspect for winning!
2) On the illegal moves, you mentioned only about the up cards, however, the defraud card should also be included in that list; consider the scenario where a defraud card was played for a business for which you haven't started laundering and the opponent has declined your offer;in this case the card comes back to you and the move is illegal.
