One of my reasons why I left Singapore, they don't have the criteria for permanent residency, so it's difficult to make long term plans or invest. Kasi kahit gusto ka ng employer mo, Singapore gov't will always have the final say whether you stay or go everytime you renew your working visa (permit) -- which is 2-3 years.
What was your profession in Singapore? If your field has many applicants then your chances are generally lower. In HK all one needs is to find a sponsor and work for seven years to get PR.
I was a Senior Network Administrator, lived in Singapore for almost a decade with my wife who also works in Singapore as an IT professional and our 2 kids (both born and lived in Singapore). Regardless of number of applicants, there should be a criteria -- a point system, otherwise how will one know which area they need to work on.
