Even though the layer I want to work on is activated, it always seems to affect all my layers. Any suggestions?

When I add waves to the portrait, even with the exact steps and image sizes, there are dark vertical lines between the waves, which darken that part of the image when theyre combined (Elements 9)
Instead of making a composite snapshot of the person you want to use, can´t you just turn it into a smart object, and drag that over? that way, if you want to change to another photo, you can do so later on. Or wouldn't that work? :)

Jeffrey Mullen If both layers of wavy lines are active, then both will be rotated. If only one layer is active, then only that layer can be rotated.

To ensure that the bill template looks authentic, download an image of the bill of the denomination you want.
