I think people criticize Nobara as a plot relevant character rather than a character relevant. A great character doesn't need to be part of a main story or plot to be awesome. She just need to be connected to the cast to put herself in that relevance. I disagree with her not showing potential. She hurts Mahito and even he admits he's her natural enemy. Remember Mahito was extremely difficult to kill, but Nobara hurts him with a low skill level is actually impressive.
