That's the hook stage count, it shows how many hook stages the survivors have been through overall, if you hook a survivor that hasn't been hooked at all and he doesn't get rescued, you gain 3 fillings
I like how the survivors aren't really healing in the legion round because his entire power is to keep everyone injured so that's a strategic move.
