Tips for DJ bits (build a boat) : You technically don't need arsenal badges (if you don't have it). If you have friends or someone that have the arsenal badges, they can open the door for you. But you still need the piggy badges for the portal. How do I know this you may ask, well because I completely the badges without the arsenal badges.
