I think it's more of he ends up turning to Steffy because he can't stand to really be alone. Whenever his real first choice (Hope) has doubts, or he thinks she's unavailable, he's gotta go to that backup and make sure that one is still available. Steffy doesn't help herself either. Always available and a little voice in his ear telling him all these things about Hope. Steffy takes Liam anyway she can get him and that's not good either. Hope has been loyal to Liam, too.
