for me a significant portion of the deceased are South African citizens from the community. Their family members and friends are mining there for quite long time and all community knows about it. These shafts are a real danger for the community. Imagine if a child or even an adult goes down into the shaft. How could for years thousands of illegal miners have extracted gold without the knowledge of the mining company. There is the possibility that the mining company preferred to allow illegal mining so it could by the gold from these individuals, without having to spend on environmental, security, equipment and other requisites of high cost.

It makes sense to legalize artisanal mining (hasn't the Govt been waffling on about this for ages??) but who would regulate thousands of shafts nationwide, ensure they are safe, and stop criminal cartels from taking over again. The Govt can't supervise anything successfully. But if there is still gold available it makes sense to give the small man (SA citizen) a chance.
