yup in 2001 games like Halo Combat Evolved also came out which revolutionized the FPS genre, Devil May Cry which revolutionized combat, Sonic Adventure 2 which is one of the best Sonic games, and this game released which got the GTA series in a whole new direction and also revolutionized the Open World games in general

Not to mention just the setting, this specific part of liberty city you are placed has a darkly coloured tint associated to it, reminiscent of mafia music and this masterpiece of a score not only accentuates the mood but completes it.

I agree it is reminiscent of mafia movies. The music fits in a mafia type setting.
