Skid story: I was a truck driver for over 20 years. In that time I hauled many loads of pallets to be recycled, not just the Chep and other types of wooden pallets built heavier to be reused, but often enough the regular "cheap" pallets as well. Sometimes they were just scrapped, but sometimes they were recycled or reused as well depending on their condition. Fence story: I think I'd get a couple more cameras, just in case. And maybe an alarm system as well.
Years ago I had a 1974 Ford work truck, it would be considered a 250 now days, it's front bumper was a 4" x 12" Oak plank. I made a mistake, turned down a one-way parking area going the wrong way, 3/4 of the way through a guy in a Cadillac Deville turned in, he didn't stop when he saw me coming down, until he was bumper to bumper with me. I had me camper on the truck, it weighted as much empty as the truck, hanging 4' over the cab, and 3' over the rear bumper, it was huge. He started to yell at me to back up, I pointed to me bumper, and made hand motions for him to back up. He chose to try pushing my truck, burning rubber, I didn't budge. Not until I pushed the accelerator, and pushed his rubber burning car to the end of the parking aisle, turn right, spinning his car sideways, and drove away. I'm thinking his tires were bald at that point. I miss that old work horse.
With the fence debacle. The application of a herbicide on your property without permit or with him not holding a valid pesticide applicator’s license can be a fine under FIFRA. The label on the home use herbicide/pesticides are for use on personal property. They are also legal documents, so formulations have to follow the labels as well. The complaint would be done through the local environmental agency or agricultural authorities as deemed by the state. They can’t use drift as an excuse as that is warned on the label as well.

Most crews that have those kinds of people that are brand new and they are chopping so much up they will be supervised till they get it right. Or they'll be fired after giving so many notices. Also I'm surprised a newbie was able to get the higher-ups attention to do that kind of crap. Must have been a nepotism thing.
