In principle, you are not supposed to move your leading leg first, but in practice you are using your calf muscles and the rotation at the hip as a help to move sideways with this technique. Plenty of demonstrations of sideways movement in table tennis on youtube.

Do these exercises focus on hip flexors as well, or just glutes?
Not unless you are lifting your leg to the front.
after this exercise my knee started swelling on inside...i am 72 and have had knee surgery on both knees before..should i be doing this safely
For sure do the band ABOVE the knee for you. I would even try it without the band first. ITBands get cranky after TKAs.

this muscle straightens the hip joint, not flexes it
