Calling it the 5th floor doesn't make it the 5th floor in the sequence - it's still the 4th floor. This is just one more aspect that makes this song so brilliant. You are right. hi/fu is used only when we enumerate things One, Two, Three ..... hito/futa always take counters to follow.
