1. to high roas maybe or to low bid. 2. no data and u r running PMAX -> go to St-shopping. 3. Try with bestseller only campaign, get more data in the account then scale from "best sellers" B-sellers" "unprofit" and "zombies" :)

Great question: mainly for new accounts. As long as the new campaigns would target similar audiences/buyers you could leverage off the account level conversion data
