one of the rules for "chateph-qamets" is that goes in closed syllable "WITH NO ACENT" if is ACCENTED IS REGULAR LETER "A" SOUND.
IN חָכְמָה THE SHEVA IS SILENT because the first is a "chateph-qamets" short vowell "o" and the sheva is SILENT when is preceded by short vowell.
I think you re confusing yourself. The first 'qamets' is actually a "qamets-chatuf" short vowel & not "chateph-qamets" (which itself is short for chateph-qamets-chatuf", one of the chateph vowels). You can double-check with Allen P Ross' "Introducing Biblical Hebrew" as well as Dr Barrick's Grammar textbk (as well as the video lecture OT503 series.

Question : Do you plan to make a video series about Koine? I think that might draw more viewers, since it's usually the first biblical language people approach

The reason I started with Hebrew is because my specialty is Old Testament / Tenach, so my Hebrew is better, and at this pace it'll take a few years before I finished the basic grammar. After that it becomes very technical and I could switch over to Greek.
But if enough people want me to (occasionally) make videos about Koine Greek sooner, I could make a few videos and see how it goes?
IN חָכְמָה there are ONLY two syllables. the part חָכְ is only one syllable. the hebrew grammar rules says that in order to be a VOWELL ( closed or open ) need to have a full vowell like shegol, tsere, camets SHORT O LONG, no ANY TYPE OF SHEVA. In כְ when a letter contain a SHEVA OF ANY KIND CAN NOT FORM A SYLLABLE BY ITSELF. Because ANY TYPE OFSHEVA are considered like HALF VOWELL.

Do keep in mind that I made these to be viewed in a particular order with the purpose of explaining rules in such a way as to learn step by step. This may make some videos seem incomplete, but the idea is to supplement/expand that aspect later.
Also, I'm not sure what you mean when you say a consonant with a shewa cannot be a syllable? In my video on syllables and the shewa (see the playlist), I show several examples of vocal shewas being the vowel of a syllable.

MAYBE THE CONCEPT OF HALF-VOWELL IS NEW TO YOU
there are three exceptions כָּל
kol, שָׁרָשִׁים SHORASHIM-ROOTS, קָדָשִׁים QORASHIM- HOLLINESS
The word כָּל is with a short kamets not because it is an exception, but rather because it is tied to the word coming next with a maqef. This throws the stess to the next word, leaving כָּל unstessed. This is why when the same word is written apart from a maqef following it takes the holam rather than the kamats.
