Would be a good defense if the court was actually unbiased and was going to give a fair trial. I would wager that no matter how good the defense is the court is going to claim “letter of the law” and find him guilty
Edit* also there’s little chance a judge is going to rule against the mayor. They all want to stay on his good side so the probably already have their verdict before the case starts
That just all depends on the judge and also some things like capital cases are decided ooc like a choice for death penalty
