I went to Italy for the first time in 2001 and was warned about the pick pockets then. I was on a group tour and someone felt a slight nudge in their back pocket, it was a teenager with their hand in the person's pocket, they ran into a crowd and disappeared. Just be vigilant. That was the only vaguely negative experience I have had. The rest of my trips to Italy have all been amazing 😍.

Fun fact: the Romans DID HAVE migration policies, especially in the late Empire. Epidemies and wars tended to deplete the population and the economic structure of Empire required cheap labour to keep the patricians and the "knights" on the top happy and ridicolusly rich. At first those were slaves but when Christianity become widespread they switched to becoming proto-serfs. Basically if a part of the empire was low on workforce the rich and powerful petitioned governors to allow barbarians to settle the land as indentured servants. The governors contacted the tribes standing outside the roman borders and asked to be given "unneeded people" which then became serfs in the Empire.
    Reminds anything?
