MMDA illegal parking operation

One of the incidents in this video was really quite amazing.
A man tried to park his car on EDSA, in the bus lane, and was told it's not allowed. He said he just needed to go to the ATM but was told he'll be ticketed if he leaves his vehicle there.
He then moved the vehicle but parked it on the sidewalk, which forced pedestrians into the busy highway. Again he was told he's not allowed to park the vehicle there, but he proceeded to the ATM anyway.
When he returned to the car, they asked for his license to issue a ticket. As for his response.. just watch the video.
It amazes me that people will still try to contest a ticket even when they were specifically told not to park somewhere.
