You know there is no law that im aware of preventing you from just cutting off and throwing away the non usable folding stock that's useless and adds weight .. then you could add a scope rail

why did you not use the folding stock?
The stock is fixed since this is sold as pistol. You can make it functional, but you need to apply to make it a SBR.
