No. {e,n} are public to everyone and anyone can use then to hash a message intended for the owner who has public key {e,n} but private key {d,n}. Anyone can create a cipher text with {e,n} key but only {d,n} key can be used to decrypt a message .Hope it makes sense. In the example the message could have been sent by anyone who has public key {e,n} but only the recipient with the private key {d,n} can decrypt the sent cipher text.
